Introduction: Coordination Works
Learn how communities across America have used the powerful process to protect and change their future and what you can expect to accomplish using coordination.
Lesson 1: Government-to-Government
Learn how the unique coordination process, created by Congress, is the bridge between the agency’s duty to execute federal law and the Local Government’s responsibility to protect the health, safety and welfare of its citizens. In this session, you also learn how Coordination is different from the Cooperation, Collaboration and Consultation planning processes. You will also cover the five elements of Coordination.
Lesson 2: Federal Law
See the specific elements in the federal statutes, regulations and rules that require federal agencies to coordinate. And, learn how local governments can use these elements to bring back productive uses of the land, protect private property and safeguard local economies.
Lesson 3: Equal, Not Subordinate
Learn what the courts have said about coordination, how they have defined the term and why agencies must comply.
Lesson 4: Preparing to Coordinate
Walk through the basic steps on how you begin coordination, from identifying who can coordinate to drafting a coordination resolution. This session also covers the key role citizens play in making coordination work.
Lesson 5: Establishing Policies and Plans
This session teaches you how to prepare plans and policies that can be effectively used in the coordination process. You will also learn how to develop strategies for your issues. The trainer will choose a current issue and show how to write policies that represent the local government’s position and then recommend how to work through resolving conflicts with that policy through meetings with the agencies.
Lesson 6: Conducting Coordination Meetings
In this session, you will learn how to write your first letter, structure the coordination agendas, manage the meeting, and keep your issues moving forward. You will learn great tips on how to ask questions that advance your position and encourage the agencies to work with you to resolve conflicts and reach consistency.
Lesson 7: Coordinate Continuously
The last session wraps up the program with final questions and a class quiz to review the day’s material. You will leave with an in-depth understanding of the coordination process and how to get this started in your area.
